SUBSTANCE: invention relates to computer engineering. Image decoding device comprises a statistical decoder which receives information, which indicates an internal prediction mode applied to a current block, which must be decoded, from a bit stream; and a block for performing internal prediction which performs internal prediction with respect to current block according to internal prediction mode, indicated by extracted information, wherein internal prediction mode indicates a specific direction from a plurality of directions, wherein specific direction indicated by one of number dx in horizontal direction and fixed number in vertical direction, and a number dy in vertical direction and fixed number in horizontal direction, wherein block for performing internal prediction: receives number of adjacent pixels and determines one of locations of adjacent pixels, wherein when number of adjacent pixels is equal to 1, it receives prediction value of current pixel based on adjacent pixel, and when number of adjacent pixels is equal to 2, receives prediction value of current pixel based on weighted average of adjacent pixels.

EFFECT: technical result consists is improvement of efficiency of decoding video.
