SUBSTANCE: invention relates to method and image decoding device, namely to adaptive formation of prediction block and residual block. Technical result is achieved by performing steps: receiving internal prediction mode of prediction unit, using three internal prediction modes; determining size of current block; generating current block prediction unit in accordance with internal prediction mode. Also generating current block residual unit; generating reconstituted unit of current block, wherein size of current block is equal to or smaller than prediction unit. Performing inverse scanning of information on quantized coefficients to generate quantized unit. Performing inverse quantization and quantized unit conversion. Sampling parameter is formed using quantization parameter predictor and differential quantization parameter. Quantization parameter predictor is generated by left and upper quantization parameters.
EFFECT: reduced duration of internal prediction and reduction number of residual block encoding bits.
