For this, method includes stages, at which receiving by user terminal indicator to return to physical random access channel (PRACH), transmitted by base station; initiating access by PRACH with user terminal; performing input with user terminal into continuous reception state and stopping timer with user terminal, whether said timer, made with possibility to initiate user terminal input into intermittent reception condition (DRX), is in operation state.

EFFECT: technical result is elimination of downlink data transmission channel data transmission delay to user equipment (UE).
