SUBSTANCE: invention relates to power engineering. Turbo-expansion system of heat utilization of circulating water running after a condensation steam turbine condenser to a cooling tower or a spray cooling pond comprising a circulating pump, circulating water pipelines, a condenser, cooling towers or a spray cooling pond, a heat exchanger, a turbine expander, an electric generator. Herewith the heat exchanger installed after the turbine expander is connected via the heating heat carrier to the pipeline of circulating water discharge from the condenser. Also, the system includes a gas-turbine plant, the air compressor of which is connected to the turbine expander and the gas turbine is connected with the electric generator, a main gas heater connected via the heating medium to the pipeline of waste gases discharge from the gas-turbine plant and a delivery water heater also connected to the pipeline of waste gases discharge from the gas-turbine plant.

EFFECT: invention allows reducing heat emissions of a thermal power station into the atmosphere at simultaneous generation of additional electric power.
