SUBSTANCE: group of inventions relates to encoding and decoding video sequence images, in particular, to output or pulling "bumping" images from the buffer of the decoded images with reference of encoding and decoding images. In the present solution after the current image is being decoded and saved in the buffer of the decoded images, DPB and a certain number of images in DPB, which are being marked as required for output are determined . This number is being compared, after the current image is being decoded and saved in DPB with a value obtained from at least one syntactic element, represented or to be represented, in the bit stream which represents video sequence images. If this number is greater than the value, the image, which is the first image in the order of output of the images in DPB, which are marked as required for output, is being preferably output and marked as a non-necessary for output.
EFFECT: technical result is reducing image output delay.
