SUBSTANCE: method of determining the compliance of the bit stream to the video encoding standard or the compliance of the video decoder to the video encoding standard includes the operation of a hypothetical reference decoder (HRD), which determines the compliance of the bit stream containing encoded video data, to the video encoding standard or determines the compliance of the video decoder to the video encoding standard. The execution of the HRD operation comprises: selecting the operating point to be subjected to the test; setting the variable of the highest temporary identifier to the largest temporary identifier present in the subset of the bitstream associated with the work point being subjected to the test. The variable of the highest temporary identifier is less than the largest temporary identifier present in the bitstream; based on the variable of the highest temporary identifier, the first, the second, and the third syntax elements from among the first, the second, and the third array of the syntax elements in the bitstream; and using the first, the second, and the third syntax elements in the HRD operation.
