SUBSTANCE: invention relates to computer technology. A method for decoding a video bitstream involves obtaining data representing an encoded video image; storing the data in a buffer of encoded images; receiving the first flag indicating whether the specified data needs to be removed from the encoded image buffer for decoding based on an access block or based on a decoding block; and in response to determining that data is to be deleted from the encoded image buffer based on the decoding block, (i) receiving a second flag indicating whether the video bitstream contains a parameter representing the total deletion delay for all decoding blocks in the access block; (ii) getting a parameter representing the total deletion delay for all decoding blocks (iii) deleting each decoding block from the encoded image buffer based on a parameter representing the total deletion delay for all decoding blocks; (iv) decoding block decoding; (v) image extraction based on decoded decoding blocks.
EFFECT: technical result is an optimal use of the decoded image buffer memory.
