SUBSTANCE: invention relates to computer engineering. Images encoding device comprises internal prediction unit, when encoding mode, corresponding to one of encoding units, on which input image is divided, is internal encoding mode, internal prediction unit performs intra-frame prediction procedures for each unit, which is single element for encoding unit prediction, to generate image with prediction; wherein, when internal prediction unit performs prediction with averaging, it performs filtering procedure on internal prediction target pixel, located on unit upper edge or on left edge, which is individual element for encoding unit prediction, wherein filtering procedure uses intermediate prediction value, which is unit adjacent pixels average value and, at least, one adjacent pixel of target pixel.

EFFECT: technical result consists in improvement of image quality by reducing locally emerging prediction errors.
