SUBSTANCE: invention relates to image encoding means. In the device, when an intra-prediction module performs averaged prediction, the intra-prediction module performs a filtering procedure at the intra-prediction target pixel located at the upper edge or at the left edge of a unit which is the only prediction element of the encoding unit; the filtering procedure uses an intermediate prediction value, which is the average value of neighbouring pixels of the unit, the neighbouring pixel of the target pixel.

EFFECT: improving image quality by reducing local prediction errors.
