SUBSTANCE: invention relates to computer engineering. Image encoding device includes an internal prediction unit that performs intra-frame prediction procedures for each unit, which is single element for encoding unit prediction, to generate a prediction image when encoding mode, corresponding to one of encoding units, on which input image is divided, is internal encoding mode, while performing a prediction with averaging, the internal prediction unit performs filtering procedure on internal prediction target pixel, located on unit upper edge or on left edge, which is a single unit for predicting an encoding block, the filtering procedure using an intermediate prediction value, which is unit adjacent pixels average value and, at least, one adjacent pixel of target pixel.

EFFECT: technical result consists in improvement of image quality by reducing locally emerging prediction errors.
