SUBSTANCE: invention relates to devices and methods for encoding and decoding images. Device comprises: an image compression means which performs a conversion process over a differential image between the input image and the prediction image, quantizes the differential image conversion coefficients, outputs the quantized transform coefficients as compressed data; filter which determines a classification method of a class relative to each coding unit having the largest size, performs classification with respect to each pixel within each coding unit having the largest size, by using said classification method, calculates an offset value for each class for each encoding unit having the largest size, performs an adaptive pixel shift operation; variable-length coder which encodes a parameter associated with the quantization matrix with variable word length to form a quantization matrix and an index.

EFFECT: technical result is higher efficiency of encoding and decoding images.
