SUBSTANCE: invention relates to computer engineering. Image encoding apparatus includes internal prediction module for when by encoding mode, corresponding to one of coding blocks, which input image is divided into, is internal coding mode, performing intra-frame prediction procedure for each block representing unit for predicting coding block to generate prediction image, wherein when internal prediction unit performs averaging prediction, internal prediction module performs filtering procedure on target internal prediction pixel located at upper edge or at block left edge that is unit for predicting encoding block, wherein filtering procedure uses intermediate prediction value that is average value of adjacent pixels of block, and at least one adjacent pixel of target pixel.

EFFECT: technical result consists in improvement of image quality by reducing locally emerging prediction errors.
