SUBSTANCE: fabricated shelter comprises a frame, a gateway location for evacuees, filter unit, toilet and water supplies and food, it is equipped with modular pre-fabricated earthquake-proof structure comprising connected into a single structure blocks and connectors system, which consists of elements made in form of blocks, some of which are in the form of a rectangular parallelepiped with the grooves formed on the four faces of the parallelepiped in the plane of symmetry. Grooves made with cylindrical holes for the outer diameter of the cylindrical body of the connecting element, and the other blocks are associated with the first and formed as a rectangular parallelepiped with studs formed on the four faces of the parallelepiped. Spikes are made with cylindrical holes for the outer diameter of the cylindrical body of the connecting element. Surface grooves and studs are equidistant congruent and equal of, and connected at the block fabricated structures by connecting elements, characterized in that inside the cylindrical body of the connecting element axially and coaxially to it is a cylindrical tubular damping element consisting of a cylindrical shell with a base made of a hard elastic vibration-damping material, the inner cavity of which is filled with a damping material, such as sand, or vibration damping mastic.
