Decoding method for decoding a control parameter for controlling decoding an image, in which determining the context for the current block in the image from the plurality of contexts; and performing arithmetic decoding with respect to the bit stream corresponding to the current block using the determined context to obtain a control parameter for the current block; wherein at the determination step, further: determining the type of signal from which the current unit control parameter is classified; determining the context by using the decoded control parameters for the left unit and the upper unit, when the type of the signal is the first type; determining a context by using a predetermined fixed value without using decoded control parameters for the left unit and the upper unit, when the type of the signal is a second type; and determining the context by using the hierarchical depth of the data unit when the type of the signal is a third type.

EFFECT: technical result is reduction of memory usage.
