Technical result is achieved by determining context for use in the current unit image from among the plurality of contexts, the context is determined provided that the control parameter of the upper image block is not used, as well as by determining the type of signal control parameter of the current image unit, the first signal type is "split_coding_unit_flag" or "skip_flag", and the second signal type is (i) "merge_flag", (ii) "ref_idx_l0" or "ref_idx_l1", (iii) "inter_pred_flag", (iv) "mvd_l0" or "mvd_l1", (v) of "no_residual _data_flag", (vi) of "intra_chroma_pred_mode", "cbf_luma" (vii) and (viii) "cbf_cb" or "cbf_cr".
EFFECT: reduced volume of memory use for image encoding and decoding.
