SUBSTANCE: image encoding method comprises: performing contextual arithmetic coding in order to sequentially encode (i) the first information indicating whether to perform adaptive sample bias (SAO) processing for the first image area, and (ii) the second information indicates whether to use information relative to SAO processing for an area different from the first area during SAO processing for the first area. Contextual arithmetic coding is arithmetic coding using a probability variable, the SAO processing is a bias processing with respect to a pixel value; and performing bypass arithmetic coding to encode other information, which represents information relative to the SAO processing for the first area and is different from the first information or the second information, after the first information and the second information are encoded. Bypass arithmetic coding is arithmetic coding using a fixed probability.
