SUBSTANCE: image coding method comprises the stages, at which: the first image is selected of the multiple images; the first flag of the temporal prediction of motion vectors is set, which is associated with the first image and is a flag of the temporal prediction of motion vectors, indicating whether the temporal prediction of motion vectors should or should not be used, so that it indicates that the temporal prediction of motion vectors must not be used; and the first flag of the temporal prediction of motion vectors is coded; the first image is coded without the temporal prediction of motion vectors, and the second image following the first picture in the coding order is coded, with the prohibition of appeal to the motion vector of the image preceding the first image in the coding order.
EFFECT: increased image coding and decoding stability.
