SUBSTANCE: method comprises: selective adding, to the list, the motion vectors of each of one or more corresponding blocks; selecting the motion vector used to encode the current block from the number of motion vectors in the list; and encoding the current block using the selected motion vector, wherein the addition of the motion vector further comprises: calculating the second motion vector by scaling the first motion vector of the corresponding block in time; determining, whether the absolute value of the second motion vector is in the predetermined fixed range of absolute values, adding the second motion vector to the list, and adding the third motion vector to the list.

EFFECT: providing encoding and decoding of moving images with reduced processing load without causing a decrease in coding efficiency.
