SUBSTANCE: images decoding method allowing processing burdenreducing includes: obtaining the flag to control boundary for joint control of a filtering operation for deblocking and an operation of a sample adaptive offset for slice boundary of the current slice that is to be decoded included in the coded picture (S11); decoding the current slice (S12); performing a filtering operation for deblocking based on the boundary control flag only over at least one of: the slice upper boundary or the slice left boundary of all slice boundaries of the current slice that is decoded (S13); and performing an operation of a sample adaptive offset, dependent on the boundary control flag only over at least one of: the slice upper boundary or the slice left boundary of all slice boundaries of the current slice that is decoded (S14).
