FIELD: computer engineering.
SUBSTANCE: invention relates to computer engineering. Image decoding method using arithmetic decoding, method comprising determining a context for use in a current block; performing arithmetic decoding on a bit sequence using determined context to decode a binary sequence, bit sequence being obtained by performing arithmetic coding on a control parameter of current block; and inversely binarising binary sequence to decode control parameter of current block, wherein determining of a context includes: determining a signal type of control parameter of current block; determining context under a first condition that decoded control parameters of neighbouring blocks of current block are used, when signal type is a first type; and determining context under a second condition that decoded control parameter of upper block is not used, when signal type is a second type different from first type.
EFFECT: technical result is reduced usage of storage device.
