SUBSTANCE: method includes the stages as follows: obtaining the UE and control information via a user device, wherein the control information is used for instructing to decrease processing the requests for uplink recourse allocation and the request for uplink resources allocation is a request for uplink resource allocation implemented by sending an SR scheduling request or uplink resource allocation request implemented by a random access process; and controlling by the UE in accordance with the control information, request processing procedure for uplink resource allocation.

EFFECT: invention solves the technical problem of frequent UE activation and high UE power consumption, which is caused by frequent initiation of a scheduling request, frequent SR transmission or frequent random access, and effectively reduces the power consumption of the UE.
