FIELD: information technology.
SUBSTANCE: image coding device creates an predictive encoded bitstream. The bitstream is generated by dividing each moving image signal frame into a plurality of blocks and through performing motion prediction for each of the said blocks. The device comprises a prediction module, a coding module, and an arithmetic coding module. When the first motion prediction mode for the first single motion prediction block corresponding to the block is the interlace mode, the prediction module determins the estimated vector from the surrounding motion vectors, and the task of the estimated vector as a motion vector for the first single motion prediction block to create the predicted image.
EFFECT: increased image coding and decoding efficiency.
