FIELD: image forming devices.
SUBSTANCE: group of inventions relates to video encoding/decoding equipment. Image decoding apparatus that decodes predictive-coded bit stream to obtain a motion picture signal is provided, wherein said bitstream is created by dividing each frame of moving image signal into a plurality of blocks and by performing a motion prediction for each of the blocks. Image decoding device comprises an arithmetic decoding unit, a decoding unit, and a prediction unit. Decoding unit performs bitstream decoding to obtain information indicating block size, information indicating block size threshold value, the first motion prediction mode for the first unit of the motion prediction unit that corresponds to the specified block.
EFFECT: technical result is higher efficiency of encoding/decoding images.
