Image decoding device includes an arithmetic decoding unit for changing the probability of occurrence, wherein the occurrence probability is used to decode a bit stream; a decoding unit for decoding the bitstream to obtain a first motion prediction mode for the first unit block and a second motion prediction mode for the second unit block; prediction unit for determining the estimated vector from the adjacent motion vector and setting the estimated vector as a vector for the first unit of the prediction motion unit to create a predicted image when the first motion prediction mode is an alternation mode, as well as to set the estimated vector as a motion vector for the second unit of the motion prediction unit to create a predicted image when the second motion prediction mode is an interleaving mode.

EFFECT: increased efficiency of image encoding/decoding.
