SUBSTANCE: method for moving graphic images coding for input image encoding to generate a beat stream. Method comprises the step of performing execution of context-adaptive binary arithmetic coding which uses a variable probability value concerning the first information from a plurality of types of sample adaptive offset (SAO), used for the SAO which is the process of assigning an offset value to the pixel value of a pixel included in an image generated by encoding the input image. Further bypass arithmetic coding is continuously performed.
EFFECT: increased data coding and decoding efficiency.
