SUBSTANCE: method for image encoding for encoding images. Method comprises the step of quantizing a plurality of frequency coefficients included to a plurality of blocks included in the image. Further, according to the method, coding of coefficients information indicating the said plurality of frequency coefficients, and quantization information used in quantization is carried out. Wherein quantization information includes at least one of: the first flag indicating whether the said plurality of blocks is quantized using a plurality of quantization matrices each of which has coefficients respectively corresponding to the said plurality of frequency coefficients, the second flag indicating whether the said plurality of quantization matrices is included into the sequence parameters set, and the third flag indicating whether the said plurality of quantization matrices is included into the image parameter set.

EFFECT: increased image encoding and decoding efficiency.
