Further, according to the method, a second flag is generated indicating whether the interval between decoding unit deletion times is constant or arbitrary, when the deletion times are set per decoding unit.

EFFECT: reducing the processing load by including a second flag in the bitstream, which indicates whether the intervals between the extraction times are constant or not.
