FIELD: image processing means.

SUBSTANCE: group of inventions refers to technologies for encoding and decoding images. Method for decoding images for decoding an image is proposed. Method comprises step of decoding the coefficient information indicating a plurality of coefficients of the plurality of blocks in the image, and quantization information used in inverse quantization of the plurality of coefficients. Further, according to method, inverse quantization of said set of coefficients is carried out. In this case, the quantization information includes at least one of: (i) a first flag indicating whether the plurality of blocks was quantized using a plurality of quantization matrices, each of which has coefficients corresponding respectively to said plurality of coefficients, (ii) a second flag indicating whether said plurality of quantization matrices are included in the set of sequence parameters, and (iii) a third flag indicating whether said plurality of quantization matrices are included in the picture parameter set.

EFFECT: increased efficiency of image encoding /decoding.
