SUBSTANCE: way to decode the video includes: obtaining of differential coefficients of the current block by scanning for the current block; getting the index of the skip mode conversion for the current block of video, where the index skip conversion mode specifies whether reverse conversion to pass the current block, while skip mode index conversion get to the brightness and chromacity component of the current block; getting past the inverse quantization of differential coefficients by performing the inverse differential quantization coefficients; receiving differential block related to the current block, through selective reverse conversion to the passing the inverse quantization based on the conversion skip mode index; determining a prediction mode of the current block based on the prediction mode information, wherein the prediction mode information indicates whether the current block is a block coded using inter-frame prediction or a block encoded using intra-frame prediction; obtaining a prediction block relating to the current block based on the prediction mode of the current block; and obtaining a reconstructed block related to the current block by using a difference block and a prediction block.

EFFECT: increasing the conversion efficiency and compression of video information.
