SUBSTANCE: invention relates to a method of signal converting when encoding and decoding video data. Method of video signal decoding is proposed, which includes: obtaining of differential coefficients of the current unit and conversion skip mode index of the current unit, which indicates whether skipping of reverse conversion for the current block is executed; obtaining differential coefficients transmitted reverse quantization by performing reverse quantization of differential coefficients; and obtaining a differential unit, relating to the current block, by selectively performing reverse conversion for reverse quantized differential coefficients of the current unit based on conversion skip mode index. Conversion skip mode index is obtained for brightness and colour components of the current unit, and skipping of reverse conversion for colour component of the current unit is determined independently of the brightness component of the current unit.
EFFECT: technical result is high efficiency of conversion and compression of video information.
