SUBSTANCE: method for decoding a video signal is proposed, which includes: deriving difference coefficients related to the current block and a transition skip mode index for the current block from the video signal, where the conversion skip mode index indicates whether the inverse transform skipping for the current block is performed. The index of the conversion skip mode is obtained for the luminance and chrominance components of the current block; obtaining difference coefficients by performing inverse quantization of the difference coefficients; obtaining a difference block relating to the current block by selectively performing an inverse transform for the inverse quantized difference coefficients of the current block based on the index of the skipping mode of the conversion; obtaining a prediction block relating to the current block; obtaining a reconstructed block related to the current block by using a difference block and a prediction unit; and applying the deblocking filter to the reconstituted block relating to the current block. In this case, whether or not to perform an inverse transform skip for the chrominance component of the current block is determined regardless of the luminance component of the current block.
