FIELD: heating.
SUBSTANCE: heating element includes an exothermic and water-retaining layer. The exothermic layer includes an oxidizing metal, water-absorbing substance and water. The water-retaining layer has a water-absorbing sub-layer. The exothermic and water-retaining layers are placed layerwise. The mass ratio of the water-absorbing substance is from 0.3 to 20 weight parts per 100 weight parts of the oxidizing metal. The mass ration of water to the water-absorbing substance in the exothermic layer (water/absorbing substance) is from 0.8 to 13. The water content in the water-retaining layer is from 10 to 45 wt % of the maximum water absorption value of the water-retaining layer. The heating device contains a heating element and air-permiable bag for the heating element.
EFFECT: improved exothermic characteristics.
