SUBSTANCE: group of inventions is related to methods and apparatus for encoding and decoding of moving images. Device (100) for moving image coding includes: the module (114) for calculating motion vector predictors candidates, which calculates one or more motion vector predictors candidates and a number of available candidates-predictors; the module (111) of external prediction, which selects the optimum motion vector of the predictor candidate; and the module (116) of coding with variable-length encoding, which sets the size of the candidate list-motion vector predictors equal to the number of available candidates-predictors and codes with the variable-length encoding motion vector of the predictor index used for encoding of the motion vector by allocating the bit line according to the size of the candidate list-motion vector predictors.

EFFECT: technical result is reduced errors when moving image encoding and decoding using external prediction.
