Said technical result is achieved by determining a first candidate element in a candidate list and a second candidate element from candidate list, wherein said first candidate element has a first motion vector, used for decoding first unit, and said second candidate has a second motion vector, used for decoding second unit, that differs from first unit, and candidate list includes a plurality of candidate elements, one of which is selected to be used for decoding current unit; generating a new candidate element by merging two motion vectors, wherein one of said two motion vectors is first motion vector, and other of said two motion vectors is second motion vector; decoding current unit using candidate element selected from a plurality of candidate elements, including first candidate element, second candidate element and new candidate element.
