SUBSTANCE: method includes: determining, by the first MME, whether the UE accessing the first MME is a subscriber unit within the coverage of the second MME-pool. The first MME is located in the first MME-pool, and the first MME-pool is a spare MME-pool for the second MME-pool; and when the UE is a UE within the coverage of the second MME-pool and the second MME-pool is in the normal state, unloading, by the first MME, the UE. In the RRC setup procedure, the UE does not add information regarding the MME in the first MME-pool to the RRC connection establishment request, so the eNB can select the MME in the second MME-pool for the UE according to the eNB policy and establish the S1-MME-connection. The UE is able to return to the second MME-pool.

EFFECT: enabling the UE to migrate from the backup MME-pool to the local MME-pool.
