Subscriber information management device stores PGW ID, and PGW ID is PGW identifier. Mobility management device performs mobility management of the mobile communication terminal, and upon receipt of a tracking zone update message or a routing zone update message transmitted from the mobile communication terminal, the mobility management device transmits a message including PGW ID set therein to the subscriber information management device.

EFFECT: technical result is to provide the mobile communication terminal with a proper way to perform handover from 3GPP communication area to the non-3GPP communication area even after the subscriber information management device is restarted.
