SUBSTANCE: invention relates to mobile communication. Mobile communication system according to the present invention includes a PGW configured to establish a PDN connection between the PWG and the mobile communication terminal. Subscriber information control device is configured to store a PGW ID, wherein the PGW ID is a PGW identifier. Mobility management device is configured to perform mobility management of a mobile communication terminal, wherein when receiving the tracking zone update message or the routing zone update message transmitted from the mobile communication terminal. Mobility management device sends a message including PGW ID installed in it to subscriber information control device.
EFFECT: enabling a mobile communication terminal to properly perform handover from 3GPP communication zone to a non-3GPP communication zone even after the subscriber information management device has restarted.
