SUBSTANCE: device contains a syntax parser, a context modelling tool, an arithmetic decoder. The syntax parser receives from the bitstream a conversion flag with a partition for the current depth and, when the conversion flag with the partition indicates no partition for the current depth, determines that the depth of the conversion is equal to the current depth. The context modelling tool defines a context increment parameter to determine the context index based on whether the conversion depth is equal to a certain predetermined value without using the size of the conversion unit and obtains a context model for arithmetic decoding of the significant conversion coefficient flag by using the context index obtained by adding the context increment parameter to context shift.
EFFECT: simplification of functioning of entropy coding or decoding by selecting a context model based on the conversion depth.
