SUBSTANCE: invention relates to the computer equipment. An apparatus for entropy decoding of transform coefficients, comprising an entropy decoder configured to: receive, from a bit stream, an encoded unit flag representing whether at least one significant conversion coefficient has a non-zero value in the conversion unit; when encoded unit flag represents presence of at least one significant coefficient in conversion unit, extracting position information in the direction of the horizontal axis and the location in the vertical axis direction of the last significant conversion coefficient from the received bitstream; locate last significant conversion coefficient; decode last significant conversion coefficient based on location of last significant conversion coefficient; and decode the second significant conversion coefficient using the significant coefficient flag.
EFFECT: technical result consists in improvement of efficiency of encoding and decoding location of last significant conversion coefficient in conversion unit, having large size.
