SUBSTANCE: invention relates to computer engineering. Apparatus for decoding video comprises at least one processor configured to receive from a bit stream an index x, indicating an x coordinate of last significant coefficient among transformation coefficients of a transformation block, and an index y, indicating y coordinate of last significant coefficient, to determine a scan index of last significant coefficient based on x index and y index, obtain from bit stream information level of last significant coefficient, reconstruct last significant coefficient using obtained information, obtain, from bit stream, a significant coefficient flag and level information of a first transformation coefficient for reconstructing first transformation coefficient, perform inverse transformation on transformation block using transformation coefficients including last significant coefficient and first transformation coefficient.
EFFECT: technical result consists in improvement of efficiency of decoding position of last significant transformation coefficient in a transformation block having a large size.
