SUBSTANCE: chewable oral tobacco composition includes an initial tobacco material for releasing the tobacco component and a chewing base. Said oral tobacco composition comprises the first chewing part comprising the initial tobacco material and the first chewing base; and the second chewing part comprising the second chewing base. The second chewing part does not include the initial tobacco material or includes the initial tobacco material in an amount less than the amount of the initial tobacco material contained in the first chewing part, the weight of the first chewing base is 0.3 g or more, the weight percentage of the first chewing base is 50 wt % or more from the weight percentage of the first chewing part of 100 wt %, and the total weight percentage of the first chewing base and the second chewing base is 50 wt % or less of the oral tobacco composition weight percentage, consisting 100 wt %.
