SUBSTANCE: invention discloses video data delivering means. Method of video data encoding comprises: decoding a bit stream that includes video data and syntax information for video data decoding, wherein the syntax information comprises an extension information message (SEI) of the active sets of parameters, wherein the SEI message of the active sets of parameter indicates one or more of sequence parameters sets (SPS) and a video parameters set (VPS), and activating one or more sets of SPS and VPS to decode the video data based on specifying one or more of SPS and VPS sets in the SEI message of the active parameters sets; and the video data decoding based on one or more activated sets of SPS and activated VPS, wherein the method is characterized by that the SEI message of the active parameter sets is the first SEI message in the first unit of the SEI network unit level of the access unit comprising the SEI message of the active parameter sets and the video data.
EFFECT: technical result consists in expanding the arsenal of technical means of video data delivering to other devices.
