SUBSTANCE: sheet contains a primer film coating on a steel sheet, containing an anti-corrosion pigment and particles without micropores, and an upper film coating located on the primer film coating. The anticorrosive pigment is one or two compounds selected from the group consisting of stannous salt, trivalent vanadium salt, tetravalent vanadium salt, tetravalent molybdenum salt, hydroxy carboxylic acid salt, ascorbic acid, phosphite salt, and hypophosphite salt, for which the following expressions: D₁₀≥0.6T and D₉₀<2.0T, in which D₁₀ - a diameter (mcm) of 10% of particles of the said particles without micropores in the quantitative total granulometric composition, D₉₀ - a diameter (mcm) of 90% of the said particles without micropores in the quantitative total granulometric composition, T - a film thickness (mcm) of the undercoating film coating in a portion without the said particles.
