SUBSTANCE: in the method of manufacture of a membrane filter according to the invention, the electrolyte, moving along a close loop-path, sequentially passes through an electrolysis chamber where the ions are separated from the electrolyte, wherein the positive metal ions or ions of the mixture of several metals, when being moved from the anode to the billet to increase their kinetic energy, are accelerated by the total magnetic field. The coating and sealing are carried out by means of the controlled value of the total vector of the magnetic field strength, in order to establish the required kinetic energy of the implementation of the stored kinetic energy in them, layer coating of the conductive or insulating billet to a specified depth shall be performed due to increasing the density of the magnetic energy accelerating ions, and also by an electric static field, the intensity vector of which is parallel to the axis of ion motion, which is done on a sample of a flat billet for the manufacture of a membrane filter. A device for manufacture of a membrane filter has also been announced.
