SUBSTANCE: user equipment (UE) in the standby mode comprises a signal measurement module for measuring the received signal of reference power (RSRP) of the EU serving cell and determining, whether the RSRP is below the threshold value. The UE also contains a cell searching and selecting module to search for the adjacent cell in response to the determination that RSRP is below the threshold, and to find in a standby mode calling on the adjacent cell if the search is completed successfully. The UE additionally contains a data registering module to register information associated with the adjacent cell if the search for the adjacent cell is completed successfully, and to register information associated with the serving cell if the search for the adjacent cell fails.

EFFECT: improving the evaluation of the wireless cellular network coverage by performing measurements and reporting with the user equipment in the standby mode.
