SUBSTANCE: receive at least one the first paging message from MME; group UE with which the paging link is to be set, in at least one the first paging message, in at least one group according to the information on the requirements for the coverage area improvement in at least one the first paging message; for each group determine, according to the above information from UE in the group, with which the paging link is to be set, the first number of re-sending cases, for sending the second paging message to UE in the group, where the second paging message carries the UE identifier in the group, with which it is required to set the paging link; and send the second paging message according to the first number of re-sending cases.

EFFECT: reduction of the machine type UE low-cost link influence on the conventional UE, which is caused by the bandwidth limitation of the UE special type received signal.
