SUBSTANCE: invention relates to method for managing the structure of an information and communication system. In the method, the simulation model of the information and communication system is implemented by applying a morphological description of the networks that form the information and communication system, preparation of options for structural construction of networks together with data on loads, transfer of this data to the server of the management subsystem, with the help of which modeling on the simulation model of the options of structural network construction is performed, obtaining on the server of the subsystem for managing the estimations of the parameters of the information and communication system networks or the information and communication system as a whole for each of the options, carrying out analysis, as a result of which the most expedient variant of the structure of the information and communication system is chosen, according to the set of evaluation indicators and evaluation of quality indicators, implementation of the chosen version of the structure, while ensuring the quality indicators of the structure of the information and communication system is carried out with the help of management decisions, developed on the analysis of the results of the functioning of various structures on the simulation model of the information and communication system using a full description of the networks included in it.
