FIELD: information technology.

SUBSTANCE: invention relates to the field of information technology. Method of multi-level flow control in info-communication systems (ICS) consists in formation of a plan for flexible operational distribution of services provided to users on the basis of a probabilistic-game method. To establish a connection with a node, at first, an outgoing packet transmission direction is selected at random and if the virtual connection is established or the information transmission is successfully completed, the probability of selecting the direction by the automatic means is increased and the direction is selected, otherwise, at the next correction step, the automatic machine parameter is increased so many times to block said direction during the structure change time in the ICS, wherein deliberate selection of connection or direction of transmissions of packets based on use of probability-game method for correction of parameters of automatic control of ICS is carried out based on accumulated statistics of successful and unsuccessful connections or transmissions of requirements, messages, packets, frames in ICS by means of flow control in real time.

EFFECT: high stability and efficiency of functioning of info-communication systems.
