SUBSTANCE: invention relates to video encoding and decoding. Technical result is achieved by determining a context model using a context model index determined based on the conversion unit size and colour component value of image, to which this conversion unit belongs, without using any syntax elements from blocks adjacent to coding unit, wherein the colour component index is set relative to the luminance colour component, the first chroma colour component and the second chroma colour component, and the colour component index for the colour component of brightness has a value of zero, the colour component index for the first chroma colour component has a value of one and colour component index for second colour chromaticity component has value of two; and generating a bit stream by entropy coding a transformation coefficient flag using context-adaptive binary arithmetic coding (CABAC) based on the context model.
EFFECT: technical result consists in improvement of accuracy of encoding and decoding of video data.
