SUBSTANCE: decoding device contains a scheme configured to determine whether the current frame is the starting frame in the group; to retrieve reference information to indicate whether the information that defines a reference frame to the previous frame that precedes the current frame is used as the information that defines a reference frame for the current frame, according to whether the current frame is the starting frame in group of frames. The information specifying the reference frame is information specifying the reference frame used to generate the predicted frame; to generate, in the case when the reference information is extracted, information specifying the reference frame for the current frame in accordance with the reference information; and to generate a predicted frame using a reference image determined by the generated information specifying the reference frame.
